FIRST TUG WAS FASSMER

With the mission to develop, manufacture and delivery of two 32m seaport tugs assistance for the Hamburg ship-handling, shipping and salvage ompany Fassmer expanding its portfolio in the special shipbuilding.

Today, on 04 June 2014, the first of these two tractors is passed after a successful test drive of the ship-handling shipping company. This new tractor will replace an older unit. The delivery of the second tug is scheduled for late 2014.

The "Bugsier 7" achieved with a length of 31.50m and a width of 11.30m a speed of 13 knots. The hull shape and the drive system were required for a bollard pull of min. 70 tons optimized. The ship is designed for use in ports and coastal areas (RSA 200) designed and bears the class notation GL +100 A5 E1 RSA (200) "Tug" + GL + MC E1 AUT.

With an engine output of 2 x 2249 kW and two robust Schottel rudder propellers is the "Bugsier 7" a powerful powerhouse. In the presence of Germanischer Lloyd, a bollard pull of 72 tonnes was measured and certified. The ship offers enough space for 6 people and is used in the three-man operation in his home port of Hamburg.

IBERIA LS HAS OPPENED A NEW BRANCH IN MARSEILLE- FRANCE

IBERIA LS has recently opened a branch in Marseille to attend the annual and five yearly inspections including 1.1 over load test of lifeboats and Launching appliances according with SOLAS Regulation as MSC. 1/Cir. 1206.
  1. Installation, comissioning and testing.
  2. Load test with our water bags.
  3. Maintenance and repair.
  4. In order to cover effectivily the ports of France according with the needs of our costumers.
On the other hand our intention is to continue with our expansion project therefore will inform you about our new projects with the ultimate goal to satisfy our customers.

The IMO recently adopted an amendment to the free-fall lifeboats to the rule III/20.11.2.4 . by resolution MSC.325 (90 ), which allows the simulated launching rather than normal freefall launch during testing.

For regular maintenance of delivery systems of free fall lifeboats are required to lifeboats must be tested regularly to make sure they work when needed and know how to operate the equipment. For testing the free-fall lifeboats, launching a physical may not always be the case, for example, due to the docking position or obstacles behind the ship. 
The amendment will enter into force on January 1, 2014, allows to check the functionality of the free-fall lifeboats to be carried either by the launch of the free fall, or by a simulated launch under Appendix in MSC.1/Circ.1206 / Rev.1, which states clearly what steps must be performed.

Hatecke has developed a device that establishes a firm connection between the stern of the lifeboat and davit system (or ramp) and allowing a safe procedure simulated launching crew and equipment.
Almost all boats and ramps Hatecke existing freefall can be modified with the system.

The advantage of this device is simulated launching that there is no slack and therefore no dynamic forces into the system, so it is even safer than before.

The new IMO (International Maritime Organization) regulations hook lifeboats came into force on January 1, 2013. Almost every release and retrieval systems Fassmer that have been installed since 1982 are "compliant after modification" acc. to MSC.1/Circ.1392: No need for a full exchange!

New Duplex Fassmer E2 release and are compatible retrieval systems acc. to the new regulations of IMO MSC 320 hook (89) and MSC 321 (89).

Fassmer can change their non-compliant to meet the new standards delivery systems.

CREW RESCUED BY INDIAN COAST GUARD

The Indian Coast Guard has rescued three officers of a company that GLP had anchored off the coast of Mumbai in the last two months after being abandoned by its owner. Local news sources report that the Maharishi Vamadeva MT captain sent a distress signal from the three official health deteriorated after having been on hunger strike for the day.

Apparently the vessel, owned by Varun Shipping Company has been based in Mumbai since 7 January with no support from the company, and 25 crew members on board have not been paid since September 2013.

Second officer Ashish Kumar, chief engineer Arun Kumar and gas engineer Avil D PDmello went on hunger strike to protest against the apathy of the owner. His condition became critical on Sunday.

SOLAS, AMENDMENTS ENTER INTO FORCE (MARPOL)

A series of amendments to the International Convention for the Safety of Life at Sea (SOLAS), the International Convention for the Prevention of Pollution from Ships (MARPOL) and Protocol LL 1988 took effect or entered into force from January 1, 2014.

The amendments cover up passenger ships (in relation to return to port after a flooding casualty), the test of free-fall lifeboats, the minimum safe manning levels, prohibition of mixing board, MARPOL Annex III revised.

2012 amendments to SOLAS May

The amendments to the SOLAS Convention, which entered into force on January 1, 2014 include the following :

- Amendment to SOLAS regulation II-1/8-1 to introduce a mandatory requirement for new passenger ships, either to computers onboard stability or ground support in order to provide operational information Teacher to return to port after a flooding casualty;

- The amendment to the rule regarding III/20.11.2 test lifeboat freefall, to require that the operational testing of release systems of free-fall lifeboats will be held either by the release of free fall with only the operating crew on board or a simulated launch;

- Amendment to Chapter V to add a new regulation V/14 on manning, to require Administrations for each ship, to establish manning levels appropriate safety following a transparent procedure, taking into account the guidelines adopted by IMO (Assembly resolution A.1047 (27) on Principles of Minimum safe Manning) and formulate an appropriate document of safe manning or equivalent as evidence of the minimum safe manning considered necessary;

- Amendment to Chapter VI of VI/5-2 add a new regulation, prohibit the mixing of liquid bulk cargo during the voyage and to prohibit the production processes on board ships;

- Amendment to Chapter VII to replace the rule 4 in documents, which cover transportation information regarding the transport of dangerous goods and the container packing certificate/vehicle, and.

- Amendment of Rule XI -1/2 on enhanced surveys, to make mandatory the International Code on the enhanced program of inspections during surveys of bulk carriers and oil tankers, 2011 program.

Impending mandatory changes in lifeboat hook designs promise to address recurring accidents that have resulted in injuries and deaths.


All hook design manufacturers must perform a design review, followed by physical testing under load, witnessed by a third party such as a classification society. If a hook system fails at any point during the evaluation process, it will be deemed non-compliant. According with the new regulation msc.1/1392 any non-compliant hook release systems have to be replaced on ships by their next dry dock period after July 1, 2014, and before July 1, 2019. The evaluations will aim to identify fine tolerances or component deterioration that could jeopardize the safe operation of a hook release and retrieval system.
